In 1996, SA Delaney was a founding member of the Sacramento Transportation Interdiction Narcotic Group in Sacramento CA. The group, comprised of city, county, state and federal officers, has arrested in excess of 800 couriers transporting drugs and currency and weapons throughout the United States. The STING unit has seized hundreds of pounds of cocaine, methamphetamine, heroin, and marijuana. The group was awarded 1998 and 2000 Western States Information Network (WSIN) Task Force of the Year-Region II.

SA Delaney has testified in court throughout the United States and Canada as an expert witness over 100 times regarding couriers and their characteristics. He has conducted over 100,000 consensual interviews of travelers resulting in the arrest of over 300 subjects and seizure of hundreds of kilograms of cocaine, methamphetamine and heroin as a result of consensual encounters.

In 2003-2004, SA Delaney was on the Board of Directors for the International Interdiction Narcotics Association.

SA Delaney authored the instruction curriculum, in part, that is currently in use by the Drug Enforcement Administration for transportation drug interdiction. He also assisted in authoring the curriculum for the California Commission on Police Officer's Standards and Training (P.O.S.T) relative to Airport Security.
